The Subcontracts Specialist will be responsible for sourcing, acquisition, and administration of complex, high dollar equipment as a member of our Procurement organization. This position is for a highly motivated individual who will perform subcontract management and subcontract administration duties for contracts of all types.    Responsibilities include: - Develops / compiles solicitation documents and leads the sourcing and contracting process, including market research, proposal evaluation, source selection, and negotiations. - Reviews supplier proposals and other documents for compliance with federal contract regulations (FAR, DFARS) and to align with departmental & company procedures.  - Negotiates agreement price and terms to reduce total costs and liability exposure consistent with company policies.  - Prepares standard contract documentation (e.g., casefile memo, price analysis, negotiation plan and results) i/a/w departmental procedures. - Monitors and assesses supplier performance and initiates corrective action when supplier performance does not meet contractual obligations or company expectations.

This Junior Engineer position will work within the BIW Engineering Department’s Integrated Logistics Support (ILS) organization as contributing member of Reliability, Maintainability & Availability (RMA) team. This Engineer will develop specialty RMA skills necessary to implement effective reliability and maintainability (R&M) requirements onboard U.S. Navy Ships for Hull, Mechanical & Electrical (HM&E) systems.   Typical skills to-be-developed and responsibilities include: - Support Failure Reporting Analysis & Corrective Action (FRACAS) and Data Collection, Analysis and Corrective Action (DCACA) programs for both new construction and post-ship-delivery efforts. Perform engineering efforts to find, document, and report HM&E equipment failures. Seek effective solutions to prevent future failure recurrence. - Gather equipment specification data and industry/fleet failure data. Organize and interpret data for R&M evaluation or technical assessments. - Interface with vendors to achieve R&M requirements identified in HM&E equipment Purchase Specifications and/or Ship Specifications. - Review vendor furnished R&M information such as Environmental Stress Screening (ESS) Reports. Improve and submit reports to government for final approval. Understand the R&M CDRL process. - Interpret engineering designs, drawings, change proposals, as well as Ship and Purchase Specifications to improve overall shipboard equipment reliability. - Participate in integrated product teams involving buyers, subcontractors, vendors, engineers, logistic reps, Navy customers, etc. - Conduct Failure Modes, Effects & Criticality Analyses (FMECA) on shipboard equipment and systems. - Model ship system designs, conduct analyses/calculations and perform research to determine equipment R&M key performance parameters, such as MTBF, MTBF, MTTR, Rm, Ao, etc. - Perform Reliability and Maintainability Allocations, Assessments and Analyses (RMAAA) for critical shipboard equipment. - Apply reliability techniques and software to evaluate system integrity and life cycle response, including supportability calculations (sparing/sensitivity studies using reliability modeling software). - Interface with Navy customer, Manufacturing Trades, Procurement, Quality Assurance, Fleet Service Engineering, and Design to resolve technical issues to include equipment/system failure investigations and root cause determinations. - Update internal R&M procedures and work instructions to facilitate repeatability and promote continuous process improvement.

The Life Cycle Engineering Department supports the design, construction and test of in-service Navy DDG 51 and DDG 1000 surface combatants in multiple locations around the world.  Our DDG 51 Electrical Engineering team is seeking an Engineer or Technician join in our support of Electrical Power and Lighting systems designs for Ship Alterations. Hiring level will be based on experience and engineering tasking, and responsibilities may include the following: - Performing GSO compliant power analysis for ship alterations and provide direction to detail design to meet Navy requirements. - Integration of new equipment into shipboard power design. - Interfacing with Navy counterparts and detail design teammates to resolve technical issues and develop appropriate correspondence. - Performing calculations, modeling, and simulation of electrical power designs using in house and/or external engineering applications required to validate compliance with Navy requirements and preparing documentation. - Providing circuit protection using breaker sizing for equipment and motor controller relays - Modeling breaker coordination, developing electric plant load analysis, and preparing documentation - Reviewing drawings at the preliminary and detailed design level for functional issues and providing comments to detail design teammates. - Participation in special studies and projects working with Navy sponsors to evaluate ship changes involving replacement of obsolescent equipment, modernization of ship systems, or development of new capabilities.
