    IT Business Process Manager:   Acts as the primary conduit between BIW business units and BIW Information Technology (IT). Responsible for fostering and ensuring alignment between IT and the BIW organizations.   Collaborates with the business leads to develop justification in support of IT projects. Participates in, or facilitates, business process modeling, requirements definition, vendor evaluation, and solution research and development efforts. Acts as an IT consultant to the business units and reviews all related documents for IT projects and enhancements. Acts as the IT lead with the business units by: * Opening and maintaining lines of communication to monitor and improve business unit satisfaction with IT, * Provides an IT single point of contact for business units into IT and acts as a conduit between the organizations, * Perform as the primary Governance role for IT Service request evaluation and entry into the IT Organization * Makes recommendations for process and product enhancements * Manages business unit expectations of IT * Function as the primary liaison between BIW business divisions and BIW IT. Primary Point of Contact for external customer, PEO-C41 - NAVWAR. Monitor performance of Planning Yard Functional areas to ensure customers receive best value for their funding.   Develop accurate Fiscal Year Obligation Plans for each customer. Identify ship check and SID work anticipated for the upcoming fiscal year using fielding plans, NDE/HMS and direct communications with customers. Validate labor hour estimates with consideration given to recent actual returns. Also, identify installations that will occur within the upcoming fiscal year that will require funding for Install Support, e.g. ILS, COP, SRDs, Damage Control, Onsite Tech Reps, LAR's, PMO, etc. These plans become the basis for functional teams to determine manning requirements for the upcoming fiscal year, which then allows finance to determine applied rates to use for submitting estimates to the customers.   Maintain/update the Obligation Plans in support of Planning Yard Monthly Financial CDRL. Updates include funding status, task completion status, estimates to complete (EACs) and new funding requirements. - Over the past 5 years the Work Plan has reached EAC values between $14-20M per year and can be very dynamic with many puts and takes. - Coordinate, validate & submit estimates for Design Services, e.g. Ship checks, ShipAlt Installation Drawings (SID's), LAR's/RLAR's, On-Site Technical Reps, ILS Products (SRD's, COP), etc. - Work with internal Engineering and Design departments to define and estimate design requirements. - Work with local Supervisor of Shipbuilding Bath representatives to define requirements and secure funding against appropriate funding lines for customer approved estimates.   When contract mods are awarded, define the work scope being funded and initiate change forms to authorize work to the functional teams. Review and approve schedules that satisfy customer needs and expectations. Verify budgets are accurate and the plan is executable. - Occasionally required to work with Finance to establish charging instructions to support "Special Projects" such as TPOC LOE Support tied to specific alterations, or establish special Bill Sorts to segregate funding and charged labor hours for discrete projects.   Regularly monitor labor returns and Finance invoices to ensure funding balances are adequate to support the authorized workload. - Manage task execution using Earned Value Management principals. - Ensure funding is managed and billed in accordance with the contract requirements and accounted for in the funding and billing baselines. - Monitor each funding line/subhead to ensure any cost overruns can be resolved by balancing budgets. Initiate appropriate action where it appears EAC's may eventually result in insufficient funds. - Communicate to Finance any surplus funds that may exist on funding lines where work is complete and the amount of leftover funds that may be de-obligated.   Regularly monitor customer Fielding Plans & CNO Avail date changes. Assess current workload for any impact that may require schedule adjustments. Keep customer informed of required changes and problem areas that may arise. - Utilize customer fielding plans to identify PY ship alteration requirements and keep HMS updated to reflect NDE. - Work with Design & Engineering to reassess priorities. - Monitor milestone compliance   Develop and maintain a solid understanding of the technical aspects of the ship alterations under your cognizance. Remain aware of any GFl/Technical issues presented by Design & Engineering and communicate problems areas and cost impacts to the customer. - Evaluate Growth Accounting Forms (GAF's) submitted from Design and Engineering to determine validity of the requests and availability of funds needed to cover the scope. - Submit Design Change Order Request Notifications (DCORN's) to customers with justification when scope changes are incurred and funding adjustments/increases are required. Articulate clearly the technical issues encountered, the ships affected, and the urgency of the situation. -   Attend various regularly scheduled and emergent meetings to provide PMO oversight for the alterations under your cognizance. - Weekly Design Status Meeting -  Monitor task level budget and schedule performance of the Design workload.  Provide guidance for resolvign schedule challenges and/or budget issues - Weekly Prioritization Meeting - Provide feedback on GAF/DCORN status, and input on Funded Work vs Highly Probable vs Wedge Scope for each customer. Present any new emergent work anticipated that is not currently in the Work Plan(s). - Represent PY at regularly scheduled status meetings with the customers to confirm Shipcheck &SID schedules, technical issues, funding status and any unresolved challenges. - Lead cross functional teams during ship availabilities with engineering, design and materials support for alterations that encounter issues during execution.   Ensure any LAR's/RLAR's submitted as a result of GFI changes are evaluated for potential discrete funding requests via the GAF/DCORN process.   Support the ROM Process to ensure Engineering has a thorough understanding of the scope to be estimated and the estimates are reasonable and appropriate.   Occasionally support travel to customer's home base to participate in working group meetings, such as BMD, NAVWAR, AMOD, etc.   Support the Materials Work Plan Manager by working with the customer(s) to identify and provide solutions to lead time issues on BIW provided material (GFM). - Evaluate PY's ability to accelerate SID delivery where possible to support material procurement, bulk buys, ELLTM, etc. - Define and communicate material sourcing requests/requirements to be incorporated intothedrawings.
