Sr. Program Analyst, Program Controls

We offer a competitive salary for this role, with an expected range of $79,500–$100,700 The final offer will depend on your experience, skills, and overall qualifications. The Program Controls department at Bath Iron Works is charged with ensuring that all program efforts are executed in a manner consistent with the various contract types, terms and conditions agreed upon at the time of negotiation of each contract. The Program Controls Analyst supports BIW’s new construction contracts by maintaining EVMS compliance and ensuring accurate cost, schedule, and change integration. Provides expertise in earned value tools, delivering advanced reporting, training, and database support. Leverages supply chain and change management background to coordinate weekly change integration, resolve cost and schedule issues, support EVMS progress cycles, assist with system upgrades, and drive process improvements that strengthen data integrity and program performance.

Key Responsibilities

Safety Leadership:

• Enforce safety policies and procedures, with a focus on housekeeping and persona safety.
• Participate in initiatives to enhance workplace safety and foster a culture of continuous improvement.

Project Execution:

• Measure and monitor program performance using Earned Value Management principles, assessing impacts of program decisions on cost and schedule outcomes.
• Implement & update procedures and training materials.
• EVMS Setup & Maintenance: Configure and maintain earned value cost tools (such as Deltek Cobra and EVMS forProject), including data mappings, rate tables, thresholds, and reporting configurations.
• Data Processing: Import schedule, resource, and status data from the Integrated Master Schedule (IMS), apply actual costs, and validate EACs and other critical earned value metrics.
• Performance Analysis: Conduct cost and schedule variance analysis (CV, SV, CPI, SPI), investigate root causes, and recommend corrective actions.
• Reporting: Produce monthly earned value contract reporting deliverables including IPMRDAR and related internal and external reports.
• Baseline & Change Control: Support or lead Integrated Baseline Reviews (IBRs), manage baseline and change requests, and evaluate impacts to cost, schedule, and scope.
• Compliance: Ensure adherence to EVMS guidelines (EIA‑748), DCMA compliance metrics, and all applicable government and industry regulations.
• Collaboration: Work closely with Control Account Managers, Program Managers, Finance, Supply Chain, and IT to support budgeting, forecasting, change integration, and informed decision‑making
• Review reports and analytics developed by peers.

Training and Development:

• Incorporate feedback and lessons learned to improve future project management and analysis practices.
• Follow department processes and procedures that are well-documented and communicated and kept up to date.
• Implement & update procedures and training materials.
• Mentor and train junior Analysts on all Program Controls functions and responsibilities.

Team Collaboration and Communication:

• Follow department/contractual protocol and guidelines that are communicated and thoroughly understood by all stakeholders.
• Ensure compliance with government regulations, corporate policies and best practices.
• Support Program Office and all functional areas within Program.
• Help interpret and communicate contractual and financial restrictions/requirements and guidelines to senior management.
• Collaborate with functional leads across multiple BIW departments to facilitate the execution of contract scope.

Continuous Improvement:

• Participate in Business Operating System (BOS) principles and productivity enhancements.
• Respond as needed to IPTs looking to streamline processes and improve safety, quality and cost-efficiency.
• Drive change and efficiency within the Program Controls organization and BIW enterprise.

• Bachelor's Degree in Technical/Engineering, Business Administration, Finance, Accounting, or a related field required.
• Proficiency with computers including Microsoft Office products required.
• Earned Value Management experience preferred.
• Experience with Deltek (Cobra/Open Plan) & SAP preferred.

• 3+ years of relevant business experience required.
• Prior experience in Government Contracting; Program Controls/Finance; Cost Accounting preferred.
• Good project management skills including prioritization of multiple tasks and deliverables.
• Proven history training and mentoring others.
• Ability and drive to work independently and within a dynamic team environment.
• Ability to build strong relationships across the BIW organization is critical.
