Job Description

The DDG 51 Planning Yard Combat System/C4I Engineering team develops Ship Changes and Ship Installation Drawing packages for installation and upgrade of DDG 51 Combat and C4I systems.

 

The CS/C4I Engineering Lead is charged with leadership and oversight of the CS/C4I team’s performance in execution of our tasking, and coordination with our Navy customers and vendors to Engineer and Integrate new changes.

 

Engineering Leads in BIW’s Lifecycle Engineering Department perform technical duties and also provide leadership and supervision to teams of Engineers, Technicians, and BMDA Associate Engineers to accomplish BIW Planning Yard (PY) contract tasking and support in-service US Navy Destroyers. 

 

Engineering Lead is a technical and supervisory role accountable to PY Engineering Management.  This position demands a proactive leader who can communicate extremely effectively and manage our unique processes.  This position will interface regularly with BIW Program Management and Navy Engineers and Managers. Operating with the Business Operating System (BOS) The Engineering Lead will ensure compliance with safety, quality, technical, and performance standards and have goals to further develop and expand PY’s Engineering workload.

 

A moderate to high level of overtime is expected.

 

Key Responsibilities

  • Safety Leadership:
    • Be a safety leader for your team and ensure that each person leaves in the condition they came in.
    • Ensure all safety training is completed on time.
  • Process Execution:
    • Responsible for team product development performance
  • Engineering Management:
    • Lead efforts, including SCD and SID development, and performance improvement
    • Set appropriate team expectations for completion of goals.
    • Ensure accountability of task and goal completion.
    • Manage processes to ensure that quality, schedule and cost performance goals are achieved on all programs.
    • Perform supervisory and administrative duties including resource management, employee development, safety, performance evaluations, statusing, progressing work, assist with hiring, honoring labor contracts, employee time verification, and BMDA contract administration.
  • Training and Development:
    • Provide technical training, guidance and leadership to assigned personnel.
    • Establish and maintain effective work procedures and instructions for engineering processes.
    • Provide onboarding and mentor plans for new engineers entering the team.
    • Team Collaboration and Communication:

    • Ensure proper communication is maintained among the team and with other groups both internal and external.
    • Interface with and support Engineering, Program Office, Design, Estimating, Contracts, Materials, Planning, Manufacturing, Navy and other customer organizations as required.  This can include leadership of integrated teams.
  • Continuous Improvement:
    • Ensure proper up-to-date instruction documentation for all team processes.
    • Utilize BIW BOS principles to review performance and remove waste from processes.
    • Create plans for recurring review of processes for areas of improvement and conduct and projects to improve efficiency, reduce cost, and reduce cycle times.

 

Required/Preferred Education/Training

  • BS degree in Engineering required.
  • Working knowledge of principles of USN post-delivery modernization processes is preferred.

Required/Preferred Experience

  • Minimum 8 years of technical engineering experience required; breadth of shipbuilding and marine engineering experience is relevant.
  • 3 years of technical supervisory / project lead experience required, including demonstrated technical / project management skills.
  • Ability to lead, motivate, and inspire teams of engineers, technicians, and AEs.
  • Understands the elements of ship design.
  • Excellent organizational and communications skills, both oral and written.
  • Positive relationship and reputation with U.S. Navy customer.
  • Broad knowledge of regulatory requirements (e.g. MILSPECs, Ship Specs., GSO)
  • Demonstrated management, project coordination and leadership skills required.
  • Strong written, oral communications and organizational skills required.
  • Proficiency with computers including Microsoft Office products required.
  • Ability and willingness to work in, and promote, a true team environment.
  • Successful experience in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs.

This position requires you to be able to obtain a government security clearance if you do not already have one.
