Job Description

This position develops Navy planned maintenance procedures and calibration measurement requirements for Hull, Mechanical & Electrical (HM&E) equipment installed onboard Navy ships. Position requires ability to perform reliability centered maintenance (RCM) in accordance with NAVSEA instructions, and produce specific Planned Maintenance System (PMS) equipment maintenance plans (EMPs) and maintenance requirements cards (MRCs).  Position also generates detailed calibration measurement requirements summary (CMRS) reports in accordance with applicable Navy & DoD instructions.  Operating under the BIW Business Operating System (BOS), the Maintenance Developer Technician ensures compliance with safety, quality, and performance standards while coordinating with other key stakeholders to meet overall milestones.

 

Key Responsibilities

 

  • Project Execution: Perform Reliability Centered Maintenance (RCM) analysis on HM&E equipment/systems.  Each RCM project requires NAVSEA RCM Level 1 or Level 2 Certification prior to  authoring shipboard PMS tasks within Navy’s MIS 3.0 Enterprise Architecture [system]. 
  • Project Execution: Create detailed Maintenance Requirement Cards (MRCs), Maintenance Index Pages (MIPs), and Equipment Maintenance Plans (EMPs) for HM&E equipment/systems. EMP/MIP/MRC effort includes specifying of all materials, tools, parts and test equipment (including calibrations) required to complete the assigned Navy planned maintenance task.
  • Training and Development: Use advanced Excel database skills to document Measurement Uncertainty Analysis (MUA) calculations and manipulate CMRS data tables.  Prepare CMRS reports by identifying ship-system calibration requirements including test measurement and diagnostic equipment.  Identify calibration standards and equipment to assure traceability of measurements through Navy metrology and calibration programs.  Coordinate submittal of related CMRS deliverables, including updates resulting from engineering changes. 
  • Team Collaboration and Communication: Review vendor and government recommended in-shipyard Protection and Preventive Maintenance (P&PM) for shipboard equipment. Provide support to BIW trades, QA, buyers, production, engineering, logistics, SOSB, etc. to ensure compliance with Ship Spec 081 (PM Program requirements) for both contractor and government-furnished equipment. 
  • Team Collaboration and Communication: Provide maintenance technical expertise and coordination support to internal BIW customers (Functional or Reliability Engineers, Buyers, QA, Logistics, Trades, etc.) as well as support to external Navy customers (SUPSHIP, NAVSEA, NSLC, Ship Program Office/PMO, ISEA, NSWC, etc.) 
  • Continuous Improvement: Author and submit CDRL (Contract Data Requirements List) documents. Promote BIW process improvements efforts with respect to In-Yard P&PM and Navy PMS development. Update internal work instructions to continuously improve P&PM and/or PMS maintenance development efforts. 
  • Continuous Improvement: Review engineering and/or logistics data, drawings, fleet PMS data, ship configuration records, vendor furnished information, and/or technical manuals to correctly update preventive & corrective maintenance (PM and CM) tasks and/or required calibration for HM&E equipment.

Required/Preferred Education/Training

  • High School Education required.

  • Bachelor's Degree in technical field preferred.

  • U.S. Navy Organizational Level PMS (O-level) maintenance training and execution preferred.

  • RCM Level-1 and Level-2 Certifications by NAVSEA for PMS Development highly preferred.

  • Navy Enterprise PMSMIS 3.0 and Model-Based Product Support (MBPS) training highly preferred.

Required/Preferred Experience

  • Excellent verbal and written communication skills required.

  • Demonstrated analytical, research, and troubleshooting skills required.

  • Knowledge and experience with shipboard HM&E equipment highly desired.

  • Navy PMS or Materials Management Coordinator (3MC) experience highly desired (> 1 year).

  • Navy equipment calibration or metrology education and experience highly preferred (> 1 year).

  • Knowledge and experience with shipboard HM&E equipment highly desired (> 1 year).

  • Proficient in Microsoft Office software required. Expertise in MS Excel or Access preferred.

  • Must demonstrate self-initiative and ability to learn new procedures/processes quickly.

  • This position requires you to be able to obtain a government security clearance
