Job Description

The Section Manager, West Coast, operating under the BIW Business Operating System (BOS), is the key Senior Leadership role responsible for leading all DDG 51 Planning Yard design activities and overseeing all design employees assigned to West Coast Operations; San Diego, CA, Everett, WA, Pearl Harbor, HI, and Yokosuka, Japan.

 

This is a year-round position located in San Diego, CA.

  • Reports to the DDG 51 Planning Yard Homeport Design Manager.

 

Primary responsibilities:

  • Responsible for the supervision of all DDG51 Planning Yard Shipcheck and Design work performed by the design teams located in San Diego, Everett, Pearl Harbor, and Yokosuka.
  • Coordinate manning requirements and schedules for all shipcheck and design work assigned.
  • Ensure policy and procedure compliance with design products and processes.
  • Ensure accurate progress of products and process to facilitate precise metrics.
  • Review reports, identify deficiencies and provide recovery plans.
  • Ensure that assigned tasks stay on schedule and are produced with the highest quality possible.
  • Promote a safe work environment with all recognizable hazards corrected.
  • Enforce all company policies and procedures.
  • Ensure that WFM administrative duties are completed on time daily.
  • Interface daily with internal and external customers.
  • Monitor cost, schedule, and quality metrics to identify employee development opportunities.

Safety Leadership:

  • Champion and enforce BIW safety policies and procedures in Norfolk operations.
  • Promote a culture of proactive safety awareness and accountability across the team.
  • Ensure safe workplace conditions and compliance with government and company safety standards. 

Program Execution:

  • Oversee execution of the DDG 51 Planning Yard contract, ensuring compliance with all contractual requirements.
  • Lead Norfolk’s contribution to the Operational Performance Improvement Plan (OPIP).
  • Manage the San Diego Plan of the Week (POW) process to ensure schedule fidelity and responsiveness to operational needs.
  • Implement corrective actions to address deficiencies and ensure contract deliverables are met. 

Operational Management:

  • Manage all aspects of BIW San Diego Office operations, including workforce performance, and resource utilization in accordance with BIW Standard Operating Procedures.
  • Monitor and report on key performance indicators related to Safety, Cost, Quality, Schedule, and People.
  • Ensure responsiveness to fleet issues through collaboration with NAVSEA 21, MARMC, and other Navy stakeholders.
  • Facilitate coordination and lessons-learned integration across all DDG 51 homeports 

Team Collaboration and Communication:

  • Provide leadership and direction to the San Diego team, supporting day-to-day operations and long-term planning.
  • Maintain effective communication with the Planning Yard Program Office and Homeport leads.
  • Support development of personnel, staffing plans, and critical skill maintenance.
  • Foster collaboration between engineering, design, planning, and external customers. 

Stakeholder Engagement and Business Development:

  • Maintain strong professional relationships with the U.S. Navy including NAVSEA 21, MARMC, CNSL, NAVWAR, and other stakeholders.
  • Promote BIW capabilities and Life Cycle Services, supporting business development and growth opportunities in the Navy Pacific region.
  • Support the successful fleet integration of all new BIW ships homeported in the region 

Continuous Improvement:

  • Champion BOS principles and productivity enhancements across San Diego operations.
  • Identify and eliminate non-value-added activities; lead implementation of process improvements.
  • Leverage A3 problem-solving and other structured improvement tools.

Required/Preferred Education/Training

Required

  • Bachelor of Science Degree in technical, business field, or a BIW graduate apprentice (manufacturing or design), or 10 years of job related experience.
  • Proficient using Microsoft Word, Excel, and PowerPoint.
  • Proficient in navigating within a Microsoft Access database.

Preferred

  • AutoCAD training/experience.
  • LEAN SIX Sigma training.
  • Microsoft Project experience.

  • Ability to obtain security clearance

Preferred

  • Familiar with ship specifications as related to design requirements.
  • Working knowledge of collective bargaining agreements.
  • Experience with Navy post-delivery engineering and design efforts.
