The Program Cost Analyst is responsible for maintaining and reporting on the financial and contractual health of the New Construction contracts. This includes applying project management principles to assigned projects, as well as day-to-day maintenance of our cost systems and data reporting platforms. The Program Controls team is focused on the continued development, design, and implementation of new/revised policies, procedures, tools, training, and techniques to manage the complexity of contract requirements on the New Construction contracts.
The basic core job functions include, but are not limited to:
- Maintain program control account and work package data structure, importing schedule and resource data into the cost tool, and facilitating monthly business rhythm activities.
- Establish & maintain contract budget baselines.
- Implement & update procedures and training materials.
- Compile & monitor Program performance metrics.
- Routine operations include supporting program planning and startup/close-out activities, establishing budget targets.
- Ensure compliance with government regulations, corporate policies and best practices.
- Support Program Office and all functional areas within Program.
- Conducting data quality, validation, and DCMA EV Compliance Metric (DECM) checks, supporting variance analysis, and instilling appropriate change management and control principles.
- Manage & maintain BIW Cost System for program/contract.
- Responsible for internal & external performance reporting.
