Job Description

The IT Procurement Sr. Supervisor will directly oversee Information Technology sourcing across the category. This role leads a team of buyers to define subcontract requirements and manage subcontractor deliverables, which include hardware, software, and services.
 
Primary Responsibilities include:

  • Supervise and manage workload for a team of 5 IT buyers.
  • Guide, review, and approve work of IT buyers.
  • Develop and implement procedures to guide technology sourcing.
  • Lead the development of key performance indicator metrics to be used in the department monthly key performance indicator reports.
  • Respond to internal requisitions for technology products and services in accordance with existing company and departmental policies.
  • Oversee RFPs/RFQs and negotiation and award of long term contracts.
  • Evaluate provider terms and conditions, assess and summarize risk, and independently negotiate favorable modification.
  • Develop negotiation strategies to achieve financial savings and mitigate company risk.
  • Manage supplier relationships and act as primary point of contact to ensure continuity of technology goods and services.
  • Perform market research and advise internal stakeholders of trends and risks.
  • Responsible for bid development, cost/price analysis, budget management and program management, all i/a/w with BIW Acquisition Policies & Procedures.
  • Track forecasted vs. actual savings for IT spend categories and summarize performance to leadership.
  • Set standards across BIW and with Suppliers of professionalism, sound judgement and fairness.
  • Maintain a working knowledge of applicable federal regulation and internal policies and procedures to enable conformity through daily function.
  • Act in a project or team-leadership capacity working with a team that may include Information Technology, Engineering, Design, Production Planning, or Production personnel.
  • Represent IT buying team on internal and corporate committees.
  • Evaluate, develop and implement necessary training.

Required/Preferred Education/Training

Bachelor's degree in Business, Finance, or a related field, or equivalent combination of education and experience

Required/Preferred Experience

  • 5+ years Supply Chain or Procurement experience required.  
  • Information Technology sourcing experience preferred.
  • Experience working in a highly-regulated industry such as DOD contracting preferred.
  • Experience interpreting technical scopes and requisitions to facilitate purchase.
  • Capable of independently negotiating pricing and terms with technology providers.
  • Financial acumen to develop price analyses and ensure adherence to budgets.
  • Ability to build relationships across all departments and levels within organization.
  • Above average skills with Microsoft products (Excel, Word, PowerPoint) required.
  • Excellent organizational skills; ability to prioritize daily workloads and multi-task in a fast paced environment required.
  • Proven ability to compile large volumes of data into high level presentations.
