Job Description

Lead a team of project managers responsible for the planning and execution of projects funded under the Office of Naval Research Manufacturing Technology (ManTech) Program.


• Oversee formulating, planning and executing ManTech funded projects on behalf of BIW
• Lead efforts to engage multiple levels of expertise across BIW to identify optimal project candidates that support company strategic goals
• Seek alignment of BIW business applications with emerging technologies
• Collaborate with senior levels of ONR ManTech and peers industry wide
• Present project portfolio briefings at BIW, industry, and Navy forums

• Program Management
• Develop strategies and objectives for Man Tech activities in close concert with Strategic Planning, Value Stream and senior leadership
• Coordinate cross-project activities, ensuring consistency in project methodologies
• Lead and evaluate supporting project managers
• Work with project teams to develop and control deadlines, budgets and activities applying change, risk and resource management across project portfolio
• Assess program performance and aim to maximize ROI
• Assist project managers in resolving project issues requiring escalation
• As warranted, assist team by filling in on projects during absences such as vacation or other resource shortfalls
• Develop, monitor, and report progress on project plan and spend plan
• Participate in all project major milestone reviews (e.g., quarterly updates and Go/No Go project reviews) both BIW-internal and with ONR ManTech
• Perform other related duties as assigned
Program Liaison
• Operating as BIW’s representative In support of ONR ManTech program, establish and maintain effective relationships with Navy Program Office, ONR ManTech program participants, other shipyards
• As required, present project updates and otherwise represent BIW interests in ManTech program reviews and related conferences; typically attending three to five ManTech reviews/conferences and three shipyard project presentations/year.
Technology Research
• Engage with a broad spectrum of innovative, processes and technologies as they may pertain to shipbuilding industry
• Seek opportunities to apply innovative processes and technologies to significantly advance BIW shipbuilding performance, quality, and safety

Required/Preferred Education/Training

10 years of experience in a defense industry and a degree in Engineering, Business Administration, or related discipline. An equivalent combination of education and experience may be considered.

Required/Preferred Experience

Demonstrated experience in the following areas:


• Leading a technology development team within the maritime industry(required)

• Managing multiple complex projects in a matrixed organization (required)

• Budget and personnel management (required)
• Customer-facing communication skills (required)

• Ship construction processes (required)
