    The Program Cost Analyst is responsible for maintaining and reporting on the financial and contractual health of the Lead Yard Services contract.  This includes applying project management principles to assigned projects, as well as day to day maintenance of our cost systems and data reporting platforms.  An overarching tenet of the department's direction is to continue to develop, design & implement new/revised policies, procedures, tools & techniques to manage the growing volume of scope on the Post Delivery contracts.  The basic core job functions are listed (but are not limited to) below:


    - Work closely with the LYS Program Manager to provide programmatic leadership and oversight for the DDG 51 Class Lead Yard Services (LYS) Contract cost status and accounting.

    - Providing Monthly Contract Fund Status Report for LYS.  This report summarizes monthly performance to cost and schedule for LYS program.

    - Providing weekly funding depletion reports for all contract line items with trending forecasts.

    - Track rate performance on all LYS contract line items and explain variances.

    - Provide proposal support for future LYS proposals.

    - Provide weekly and monthly FTE charging reports.

    - Establish & maintain contract budget baselines

    - Act as primary liaison for program cost questions and concerns with PMS400D7 COR.

    - Provide quarterly support of company business plans.

    - Review invoices to ensure costs are billed in the correct areas.

    - Process labor and material transfers.

    - Act as primary cost reviewer of Growth Authorization Requests for LYS FY Upgrade Work.

    - Manage & maintain BIW Cost System for program/contract

    - Open and close LYS material labor and material charging.

    - Work with PMS400D7 COR on developing parameters for contract modifications as required.

    - Provide cost summary status slides in support of quarterly Ship Program Reviews.

    - Maintain and submit FY Upgrade Project Plans.

    - Travel to Washington, DC and Pascagoula, MS for face to face meetings as needed.  

    Required/Preferred Education/Training

    - Bachelor's degree in Technical/Engineering, Business Administration, Finance, Accounting, or a related field required

    - Strong critical analysis skills and business acumen
    - Ability to frame up issues, options and solutions for business decision-making

    - Demonstrated critical and strategic thinking skills
    - Ability to work at different levels of detail and concisely summarize complex issues; comfortable with ambiguous task assignments
    - Intermediate to advanced Microsoft Access and Excel skills required to manage & manipulate data/information

    - Earned Value Management experience a plus

    - Experience with Deltek (Cobra/Open Plan) & SAP also a plus

    Required/Preferred Experience

    - 5 or more years of relevant business experience preferred
    - Prior experience in Government Contracting; Program Controls/Finance; Cost Accounting preferred
    - Good project management skills including prioritization of multiple tasks and deliverables
    - Ability and drive to work independently and within a dynamic team environment
    - Ability to build strong relationships across the BIW organization is critical

    - Strong organizational and time management skills

    - Highly motivated person with proven analytical skills

    - Must be able to develop and present senior management level presentations

    - Preferred experience with BIW Engineering and Design organizations and processes

    - Adept at prioritizing and managing to deadlines
