  • Job Description

    Primary duties:
    o Manage planning and execution of projects as assigned
    o Research technologies and align with potential business applications
    o Develop project white papers and proposals
    o Participate in and present project briefings at BIW, industry, and Navy forums


    Responsibilities:
    A. Project Management
    • Coordinate internal resources and third parties/vendors to successfully execute projects
    • Lead the definition of project scope and objectives, involving all relevant stakeholders and assess technical feasibility of proposed solutions
    • Develop and manage the relationship with all project stakeholders, internal to BIW, within industry, and with the Navy, as required
    • Develop, monitor, and report progress on project plan and spend plan
    • Lead periodic project team updates either in person or via teleconference
    • Manage changes to the project scope, project schedule and project costs
    • Assess and manage project risk
    • Perform other related duties as assigned
    B. Technology Research
    • Become familiar with broad spectrum of innovative, processes and technologies as they may pertain to shipbuilding industry
    • Seek opportunities to apply innovative processes and technologies to significantly advance BIW shipbuilding performance, quality, and safety
    C. Proposal Development
    • Working with BIW business leads, develop project white papers, project plan and proposal documents in accordance with prescribed program requirement.  Examples include: 
    o White Papers for project candidate containing project scope, cost/benefit estimate, and deliverables
    o Varying levels of project summaries, progressing from single page “quad chart” to multi-page mid-level project overview
    o Detailed Project Statement of Work
    o Technology Transition and Implementation Plan
    o Response to Request for Proposal
    • Work closely with BIW Estimating team to maximize efficiency in developing and maintaining project cost estimates throughout proposal process
    • Define, monitor and manage proposal development budget
    D. Program Liaison
    • In support of Navy ‘s Office of Naval Research Manufacturing Technology (ONR ManTech) program, establish and maintain effective relationships with other shipyard, Navy Program Office, and ONR ManTech program participants
    • As required, present project updates and otherwise represent BIW interests in ManTech program reviews and related conferences

    Required/Preferred Education/Training

    BS Degree in Engineering, Business, or other related field, or combination of experience and education required.

    Required/Preferred Experience

    Required Experience and Skills:
    • Proven ability to successfully manage multiple and complex projects. 
    • Excellent customer-facing and internal communication skills at all levels of the organization
    • Excellent written skills; ability to take complex topics and distill into understandable and actionable components
    • Solid organizational skills including attention to detail and multitasking
    • Strong project and proposal presentation skills, including use of Microsoft Office Suite
    • Experience with high complexity, low volume heavy industry business processes and technologies. 
    • Adept at operating in rapidly changing environment; able to quickly absorb and become comfortable with unfamiliar concepts

     

    Desired Experience and Skills:
    • Minimum of 5 years’ project management experience.
    • Experience with ship construction and operational methods
    • Familiar with emerging technologies, such as Augmented/Virtual Reality, Additive Manufacturing, 3D Scanning and Optical Projection
    • Fundamental understanding of system engineering processes and methods
    • Ability to relate business requirements to associated functional requirements that are verifiable though testing
